GSU to receive more than $20 million in targeted state investments

After Governor Jeff Landry signed important appropriations bills, Grambling State University (GSU) will receive more than $20 million in new state financing.

This historic investment, which was approved by the Louisiana Legislature earlier this month, maintains momentum as a catalyst for opportunity, innovation, and long-term institutional strength while highlighting Grambling State’s rich history of academic and athletic distinction.

The targeted expenditures made possible by the funds obtained during this legislative session complement the steady base funding for higher education that was allocated in the budget for Fiscal Year 2025–2026.

The additional funds, obtained through many pieces of legislation, consist of:

  • House Bill 1 (Act 1): $1.5 million in increased general operating support for FY 2025 2026
  • House Bill 460 (Act 461): (a) $6.7 million for the renovation and expansion of athletic facilities and (b) $200,000 for the overlay of College Avenue Road, further strengthening the bond with the City of Grambling
  • House Bill 2 (Act 2): (a) $2.7 million in Priority 1 and 2 funding toward a new Criminal Justice / Ph.D. in Criminology academic facility (part of an $18.7 million total project) and (b) $9.9 million for critical infrastructure improvements, emergency repairs, and utility system assessments to transform the built environment
  • House Bill 639 (Act 298): An estimated $2 million in projected gaming revenue to support athletic programs

According to President Martin Lemelle, Jr., these appropriations show confidence in Grambling State’s future and direction in addition to providing financial support. We are dedicated to allocating these resources in a sustainable and strategic manner, making sure that every investment is in line with our institutional values. This is about transformation, not just improvement, driven by discipline, purpose, and a steadfast faith in the potential of our university.

Dr. Lemelle expressed gratitude to supporters of Grambling State University and the state’s government.

Dr. Lemelle stated, “We are particularly grateful to the leadership of the Senate and House, the legislative delegation of the institution, and our alumni and supporters in the Legislature for continuously advancing our institution’s priorities.” Our alumni’s presence throughout the session, on HBCU Day, and on University of Louisiana System Day left a lasting impression. We also acknowledge the efforts of our governmental affairs staff, whose efforts were crucial in achieving this result, and we continue to be appreciative of the cooperation with the Board of Regents and the University of Louisiana System.

Vice President for Intercollegiate Athletics Dr. Trayvean Scott stated that this is a pivotal time for GSU Athletics. Supporting our student-athletes and coordinating our programs with the university’s overarching mission depend on the anticipated facilities improvements. We’re determined to carry out these improvements in a meaningful and purposeful manner.
